Despina YIAKOUMI
Despina Yiakoumi is currently the Economic Analytics and Insights Manager at National Energy System Operator – NESO. Prior to her current role, she held the position of Energy Analytics Manager at the Low Carbon Contracts Company (LCCC). Before that, she worked as a researcher in energy economics at the Cyprus Institute in Cyprus. Despina also has experience as a Senior Lecturer at the University of Aberdeen and as a Transport Analyst at Energy Systems Catapult (ESC) in the UK. Despina’s academic background includes a PhD in Energy Economics from the University of Aberdeen, where she conducted research on energy market designs using game theory and experimental economics.

Halil Cem ÖZTÜRK
Halil Cem Öztürk completed a double major in Economics and Finance at Gazi University’s Faculty of Economics and Administrative Sciences, followed by a master’s degree in economics and a doctorate in finance. His doctoral thesis was titled “Analysis and Evaluation of Real Estate Sales Taxes in Turkey and Around the World,” and his master’s thesis was titled “Poverty Economics and Strategies for Combating Poverty in Turkey.” He worked as an expert at the Ministry of Youth and Sports between 2012 and 2015, at the Ministry of Interior’s European Union and Foreign Relations Department between 2006 and 2012, and at the Ministry of Interior’s Personnel General Directorate between 2005 and 2006. He served as an expert at the Presidency of Corporate Communications between 2015 and 2018. Between 2018 and 2022, he held the positions of Director of Management Services and Director of Support Services at the Presidency of Communications. He is an expert in Public Personnel Regime, Public Procurement Legislation and Practice, Project Management and Legislation, Legislation Preparation Procedures and Principles, and Financial Legislation and the Turkish Tax System, and has published numerous articles and books. Halil Cem Öztürk currently serves at the Public Prosecutor’s Office of the Court of Accounts.

Magnus ANDERSSON
Magnus Andersson is the vice-dean responsible for doctoral education and an associate professor in economic geography at Malmö University, Sweden. Andersson is active as a researcher in quantitative geography, focusing on using remotely sensed data to conduct spatial analysis of sustainable economic development, housing, and labor markets. Processes linked to economic growth, socio-economic change, and infrastructure investment are of special interest to his research agenda. Since 2011, Andersson has been participating as a researcher and advisor within the framework of the UN’s work to implement global sustainable development goals. He has been appointed a member of the United Nations Group of Ten High-level Representatives of Civil Society, Private Sector, and Scientific Community to Promote Science, Technology, and Innovation for the SDGs 10-Member-Group (https://sdgs.un.org/tfm/ten-member-group) for 2024 to 2025, with the task of developing multi-stakeholder collaboration for sustainable development and promote the role of science in diplomacy.

Prof. Dr. Bülent GÜLOĞLU
Prof. Dr. Bülent Güloğlu completed his undergraduate education in 1993 at the Department of Econometrics at Gazi University. He then went to France on a scholarship from the Ministry of National Education to pursue his master’s and doctoral degrees. After completing his master’s and doctoral studies at the University of Val de Marne between 1997 and 2001, he returned to Turkey to complete his mandatory service and began working as a faculty member at Adnan Menderes University (2001-2005) and Pamukkale University (2005-2012). After receiving his associate professorship in Econometrics, he went to the USA with a TÜBİTAK scholarship to conduct postdoctoral research in this field. Between 2012 and 2013, he worked on hypothesis testing in spatial panel models at the University of Illinois at Urbana-Champaign (UIUC). He began working as a faculty member in the Department of Economics at Istanbul Technical University in 2014. Prof. Dr. Bülent Güloğlu has provided consulting services in financial econometrics to various companies at ITU Technopark and has been involved in numerous TEYDEP projects. He has also been a principal investigator and researcher in numerous TÜBİTAK 1001 projects. Prof. Dr. Bülent Güloğlu has given seminars on econometrics at public and private institutions such as the Undersecretariat of Foreign Trade, the Ministry of Economy, the Ministry of Trade, Borsa Istanbul, BDDK, and DEİK. Prof. Dr. Bülent Güloğlu has published numerous articles in national and international journals on Time Series Econometrics, Panel Data Econometrics, Spatial Econometrics, Financial Econometrics, and Machine Learning. Prof. Dr. Bülent Güloğlu currently serves as the Head of the Department of Economics at Istanbul Technical University and as the General Manager of 1773 ITU Technopark.
